Chaim Weizmann and Lord Montagu of the Zionist Commission, 1917. Anglo-Jewish statesman Lord Edwin Samuel Montagu (1879-1924), was British Minister of Munitions in 1916, and Secretary of State for India from 1917 until 1922. Chaim Weizmann (1874-1952), pictured here at the head of the table, was president of the World Zionist Organization (WZO), and in 1949 became the first President of the State of Israel. The Zionist Commission was appointed by the British government to advise on the implementation of the Balfour Declaration which dealt with the establishment of a Jewish homeland in Palestine.
