'The Latest Experiment', 1882. Mr Gladstone, the Liberal Prime Minister, is the fireman pouring oil on the troubled waters. This relates to Mr Gladstone's efforts to introduce a new parliamentary protocol in the shape of 'Cloture' (closure). After heated and prolonged debate the rule was adopted and the new Rules of Procedure were brought into operation with effect from the beginning of December 1882.
