Sir Rowland Hill, British teacher, pamphleteer and creator of penny postage, 19th century. Hill (1795-1879) founded the present postal system when, in 1840, he suggested that all letters should be prepaid, and introduced the postage stamp. It was his initiative that led to the introduction of the Post Office Savings Bank.
