'Relieving Guard at The Vatican', 1864. France says to Italy: You mustn't let nobody outside annoy the Party inside; and you musn't let the Party inside annoy nobody Outside.' In mid-September 1864 a convention was concluded between France and Italy, under the terms of which Napoleon (shown on the right) agreed to withdraw French troops from the Papal States. Italy, in turn, agreed not to make any attack on the present territory of the Pope. Here, then, Pope Pius IX eavesdrops in the background, whilst France and Italy change guard.
