George Sclater-Booth MP, President of Local Government Board, 1878. While a Conservative member of parliament, Sclater-Booth was Secretary to the Poor Law Board. He promoted charitable assistance and relief from the public rates which caused so much distress to the poor, particularly in the East End of London. He was later Secretary to the Treasury, a privy councillor, and President of Local Government Board during which time he helped bring about the Pollution of Rivers Prevention Act of 1875.
