This cartoon relates to the state of Mr Gladstone's government at the end of the last session of parliament in the summer of 1873. The Liberals were weakening, as illustrated by a recent by-election in Greenwich at which the Conservative candidate was returned with a very healthy majority. Gladstone was also experiencing problems with his own ministers and August 1873 saw a wide reshuffle which left Gladstone filling the roles of both Prime Minister and his own Chancellor.
