Spanish Premier Carlos Arias Navarro, near Madrid, 1974-1976. Arias Navarro (1908-1989) was Mayor of Madrid from 1965 until 1973. He became President of the Government of Spain under the dictatorship of General Franco in 1974, and continued in the post after Franco's death as Spain began its transition to democracy. Arias Navarro saw himself as Franco's heir however, continually blocking reforms, and was sacked in 1976 by King Juan Carlos I.
